Cary Smith Joins IDHHC Team as Chief Operating Officer

The Illinois Deaf and Hard of Hearing Commission is pleased to announce the hiring of Cary Smith as its new Chief Operating Officer (COO).   

Cary is a hearing Child of Deaf Adults (CODA) from Jacksonville, Illinois, and holds a bachelor’s degree from the University of Illinois at Urbana-Champaign. Her diverse background includes serving on the Sangamon County Rescue Squad’s search and rescue K-9 team, working for nine years in veterinary medicine, and most recently serving as Administrative Assistant to the Chief Fiscal Officer in the Comptroller Division of the Illinois Department of Military Affairs, where she handled payroll, reconciliations, and accounts payable.

Cary brings a strong foundation in operations and a lifelong connection to the Deaf and Hard of Hearing community to her new role. Outside of work, she enjoys spending time with her husband, two young children, several fish, and their cow-patterned Great Dane. Together, they enjoy outdoor adventures - from cave exploring and camping to local festivals.

Cary started in the role on August 18, 2025. 

The Commission also extends its deepest appreciation to Patty Greene, the outgoing Chief Operating Officer, who has retired after 36 years of dedicated service to the State of Illinois, including 26 years with the Commission. Her leadership and commitment leave a lasting legacy.
